Eliot Carver, a megalomaniac press baron, is trying to get the broadcasting rights in China but the Chinese government refuses. He decides then to use his news channels to convince the Chinese that the British are making hostiles advances. To avoid a third World War, both Nations dispatch their own secret agent: James Bond and Wai Lin. They will team up to infiltrate the Carver's international organization.
